Ukraine, looking to fortify itself against Russian attacks, admitted to NATO cyber center

NATO nations voted unanimously on Friday to admit Ukraine to their Cooperative Cyber Defence Centre of Excellence (CCDCOE), a development which experts said will help Ukraine fight off mounting cyberthreats from Russia. The CCDCOE is a NATO-accredited cyber knowledge hub, research institution and training and exercise facility. “They’re one of the leading if not the leading institution for thinking about cyber warfare,” said James Lewis, director of the strategic technologies program at the Center for Strategic and International Studies, a Washington think tank. Lewis said the decision to include Ukraine in the CCDCOE will have an immediate impact on its ability to fend off Russian cyberattacks. The center is based in Tallinn, Estonia and is a legacy of the Estonian government’s experience as the target of devastating cyberattacks in 2007. Russia denied being the culprit in those attacks — which disabled everything from cash machines to media outlets — but […]

NATO tests its hand defending against blended cyber-disinformation attacks

Member nations of the North Atlantic Treaty Organization have banded together in recent days to confront an apparent cyberattack carried out against a NATO member’s critical infrastructure, according to the alliance. NATO is also working to battle a stream of disinformation about the attack against island state Berylia that has flooded social media, the alliance said. While many world leaders have faced off with blended cyber and disinformation operations in recent years, the NATO members in this case are not in fact facing a real threat. NATO crafted the scenario, which was carried out by a fabricated non-NATO nation-state “Crimsonia,” as part of an annual simulation exercise. Known as Locked Shields, it’s designed to test leaders’ readiness to deal with live cyberthreats. Berylia, the target of the fake attack and disinformation, is also an imagined state. The exercise — which had Crimsonia target Berylia’s financial services sector, mobile networks and […]

Pentagon’s next cyber policy guru predicts more collective responses in cyberspace

State-sponsored cyberattacks against just one victim nation at a time could soon provoke a global response, if a growing number of officials around the world have their way. As the Pentagon has experimented with new authorities allowing U.S. Cyber Command to be more offensive in cyberspace, key officials have suggested there is a groundswell of support for multi-nation countermeasures in the digital age. Thomas Wingfield, the incoming deputy assistant secretary of Defense for cyber policy, told CyberScoop that alliances could be a more successful way to deter hackers and strike back when they infiltrate sensitive networks. “I think that’s a more effective way to solve the problem, and I think that is the general [direction] of international law,” said Wingfield, who is still employed at National Defense University. “But I would also say we’re not there yet and states are in the process of moving international law in that direction.” For months now, the U.S. […]

Australia and Portugal join NATO cyber cooperative

A NATO-backed group that’s designed to coordinate international cybersecurity efforts is getting two new members: Australia and Portugal. The two countries will join the Cooperative Cyber Defence Centre of Excellence (CCDOE) based in Tallinn, Estonia, according to separate announcements on Monday. The organization acts as a think tank for the development of global cyber norms, cybersecurity training requirements and also helps communicate goals shared between different countries. “We are glad to welcome Portugal, another strong NATO Ally joining the Centre. CCDCOE offers a unique opportunity for all NATO Allies to practice together new interdisciplinary approaches in cyber defence,” Merle Maigre, director of CCDCOE, said in a statement. The CCDOE is known for hosting cyber warfare training simulations that are intended to build relations between member countries. Of Australia joining the group, Maigre said: “Accession of Australia expands the reach and cooperation of like-minded nations in cyber defence beyond the Euro-Atlantic area, making our […]

Global malware attack ‘most likely’ carried out by a nation-state, NATO-sponsored researchers say

The search for the source of last week’s global malware attacks continues as experts are increasingly pointing toward Russian involvement in the incident. The NATO-affiliated Cooperative Cyber Defence Centre of Excellence (CCD COE) in Tallinn, Estonia, concluded last week that the attack was “most likely” carried out by a nation-state. The report followed a string of separate analyses that said the attacks appeared to have Russian sources. CCD COE researchers pointed to the sophistication of the malware. “In the case of NotPetya, significant improvements have been made to create a new breed of ultimate threat,” said one of the researchers, Bernhards Blumbergs. “Among all new features, the malware has been more professionally developed in contrast with sloppy WannaCry, and instead of scanning the whole Internet it is more targeted and searches for new hosts to infect deeper on local computer networks once initial breach has occurred.” The assertion by NATO-sponsored researchers that a nation-state probably spread the malware only intensifies questions […]
