Blunt phone call shows state officials are unhappy with rollout of election security framework

Mac Warner needed to get something off his chest. The secretary of state of West Virginia had patiently listened to federal officials explain their updated process for notifying state officials and the public of foreign attempts to interfere in U.S. elections. Election security drill pits a red team of university students against DHS, FBI and police

A year from the 2020 election, sophisticated exercises to help secure the vote are kicking into high gear. On Tuesday, executives from the Boston-based firm Cybereason will conduct an all-day tabletop exercise testing the resolve of officials from the Department of Homeland Security, FBI, and the police department of Arlington County, Virginia, among other organizations. The fictional scenario will involve attackers from an unnamed foreign government laying siege to a key city in a U.S. swing state. Hacking, physical attacks and disinformation via social media will be on the table as the attackers seek to flip the vote to their preferred candidate — or sow enough doubt among voters to undermine the result. FBI, DHS advise states on potential Russian voter suppression tactics in 2020

The FBI and Department of Homeland Security have issued an advisory to state election officials that the Russian government could use voter suppression tactics in an attempt to interfere in the 2020 U.S. election, according to U.S and state officials familiar with the memo. The advisory sent this week to states’ secretaries of state and security advisers cautions that Moscow could try to keep Americans away from the polls next year by, for example, trying to breach voter registration databases or fanning political tensions online, said the officials familiar with memo, which is titled, “Russia May Try to Discourage Voter Turnout and Suppressing Votes in 2020 US Election.” The document is marked “For Official Use Only.” The officials described the advisory as a proactive effort to stay on top of the threat. “We want to make sure we’re pushing out as much information as possible to the front lines,” a senior Trump administration […]

U.S. Treasury sanctions Russian financier for 2018 election interference attempt

The U.S. Treasury announced Monday it is sanctioning Yevgeniy Prigozhin, the Russian financier and six Russian operatives behind the Russian troll farm Internet Research Agency that sought to interfere in both the 2016 and 2018 elections. “Treasury is targeting the private planes, yacht, and associated front companies of Yevgeniy Prigozhin, the Russian financier behind the Internet Research Agency and its attempts to subvert American democratic processes,” Treasury Secretary Steve Mnuchin said in a statement. “Free and fair elections are the cornerstone of American democracy, and we will use our authorities against anyone seeking to undermine our processes and subversively influence voters.” Specifically, the Treasury Office of Foreign Assets Control is sanctioning three aircraft and four entities associated with Prigozhin. As NSA expands election security task force, Director Paul Nakasone talks lessons learned

A key component of the Pentagon’s effort to defend the 2018 midterm elections from foreign interference was its collaboration with the Department of Justice to disrupt operations from overseas, Gen. Paul Nakasone, director of the National Security Agency, said Thursday. It’s the kind of interagency effort American officials are trying to achieve again before the 2020 presidential election. The NSA and U.S. Cyber Command, a unified combatant command at the Pentagon dedicated to running cyber-operations, worked with the FBI’s Foreign Influence Task Force in 2018 as part of an effort to avoid the kind of Russian meddling that occurred in 2016, Nakasone said. The effort to protect the 2018 midterm elections, collectively known as Synthetic Theology, resulted in disrupting the internet access of Russia’s social media troll farm, the Internet Research Agency. Trump’s Pentagon pick ‘confident’ in 2020 election security

Defense secretary nominee Mark Esper told the Senate Armed Services Committee on Tuesday that although there is still work to be done, he is confident in the security of the 2020 presidential elections. “We are more and more confident that the 2020 elections will be unfettered,” Esper said. “But we always will have a lot of work to do because people will always want to influence our elections.” The 2020 elections remain a target of state and non-state cyber actors, a senior intelligence official told reporters last month in a briefing. Esper, who has been serving as secretary of the U.S. Army since 2017, highlighted U.S. Cyber Command’s capabilities while discussing election security. Congressional pressure builds for White House to share classified cyber authorizations

Almost one year after President Donald Trump issued a classified memorandum that has made it easier for the Pentagon to run offense cyber-operations against U.S. adversaries, lawmakers still haven’t seen the details of the memorandum, and they want the White House to change course. Thursday evening the House of Representatives added a provision to the National Defense Authorization Act that would compel the White House to turn over the memorandum as well as any others relating to the Pentagon’s cyber-operations.  The amendment was part of an “en bloc” package, meaning both sides accepted by voice vote without debate, signaling to the White House just how much interest there is — on both sides of the aisle — in allowing the legislative branch to see the memorandum. U.S. Cyber Command selects new top deputy for Gen. Nakasone

Gen. Paul Nakasone, head of U.S. Cyber Command, has selected the organization’s chief of staff as his top deputy, a decision that coincides with an ongoing effort to fortify digital readiness before the next election. Rear Adm. Ross Myers, who began his role as the command’s chief of staff last May, was confirmed by the Senate last week and is now a Vice Admiral and a three-star Deputy Commander. Nakasone, who is both the commander of Cyber Command and the Director of the National Security Agency, promoted Myers on Memorial Day. Myers has previously served as director of plans and policy at Cyber Command. He also served in several roles for the Joint Chiefs of Staff, including as assistant deputy director for Global Operations and executive assistant to vice chairman of the Joint Chiefs of Staff. NSA’s Russian cyberthreat task force is now permanent

The task force the National Security Agency and U.S. Cyber Command created last year to thwart Russian influence and cyberattacks on the U.S. is now permanent, spokespeople from both agencies confirmed to CyberScoop. The “Russia Small Group” — whose existence NSA Director Paul Nakasone announced in July of last year, absent guidance from the White House on how to handle Russian cyberthreats — settles in as the White House, Congress and the Pentagon have taken steps to clarify how and when the military should conduct offensive operations in cyberspace. House Republican campaign arm hacked during 2018 election

The National Republican Congressional Committee – the House GOP’s campaign organization – suffered a cyber intrusion during the 2018 election, a committee spokesman said Tuesday. “The NRCC can confirm that it was the victim of a cyber intrusion by an unknown entity,” NRCC spokesman Ian Prior said in a statement. “The cybersecurity of the committee’s data is paramount, and upon learning of the intrusion, the NRCC immediately launched an internal investigation and notified the FBI, which is now investigating the matter,” said Prior, a vice president at Mercury Public Affairs, a firm helping the NRCC respond to the breach. The NRCC had no further details beyond the statement. The breach exposed thousands of NRCC emails and appears to be the work of a sophisticated actor, a source familiar with the matter told CyberScoop.
