FBI’s recruitment strategy for cybersecurity pros starts early, focuses on high school

The FBI’s longterm strategy for hiring proficient cybersecurity professionals involves reaching into high schools, helping foster STEM education and perhaps most importantly, encouraging students to enroll in Scholarship for Service programs that eventually guide them toward Quantico, said Howard Marshall, deputy assistant director of the bureau’s cybersecurity division. “[Cyber workforce recruitment] is a huge challenge for us, maybe one of our biggest,” Marshall said Wednesday at CyberTalks in Washington, D.C. “We have a significant portion of our agents and investigators that are not equipped, what you could probably call not tech-savvy, that are not going to be much help when it comes to the technical side of an investigation.” Marshall said the FBI currently has a nationwide pilot program in which agents are working to encourage the study and development of science, technology, engineering and mathematics courses in high school. Financial institutions launch their own cyber range to train defenders, test tools

Banks, insurance companies and other financial institutions are banding together to design and build a series of cyber ranges — computer environments where defenders can exercise, train and test tools to defend their real computer networks against online attackers. The initiative, by the Financial Sector Information Sharing and Analysis Council, or FS-ISAC, has already built out the first range and will stage the first exercise on it at the end of November at the Federal Reserve Bank of Boston, according to Shaun Brady, a consultant with FS-ISAC. “Some will be there physically, others will take part remotely,” Brady told CyberScoop on the fringes of the Integrated Cyber Conference staged by the John Hopkins University Applied Physics Lab as part of DC CyberWeek. Buried deep in President Donald Trump’s decision to elevate U.S. Cyber Command to a full-fledged unified combatant command is a detail that will eventually herald important changes to the way its military cyber personnel are going to be trained — and one that helps illuminate how the U.S.’ understanding of cyber war is changing. The elevation announcement earlier this month was mandated by Congress was widely anticipated for months, if not years. According to current and former Pentagon officials, Adm.
