A presidential advisory council has warned the White House and Department of Homeland Security in no uncertain terms that a catastrophic months-long power outage represents a “profound threat [that] requires a new national focus.” The president’s National Infrastructure Advisory Council, a group of executives from the public and private sectors tasked with issuing advice on protecting critical infrastructure, in a December report calls on the government to enhance its efforts to prevent widespread electrical failures in the event of a natural disaster. “Significant action is needed to prepare for a catastrophic power outage that could last for weeks or months,” the report found, adding that a cyberattack timed to coincide with a natural disaster could be especially problematic. “Although emergency authorities are understood at a high-level, how they are implemented in practice is unclear,” the report states. “There is a better understanding for physical events that are more frequently practiced, […]

The National Infrastructure Advisory Council is picking up where it left off. Rich Baich, chief information security officer at Wells Fargo, will begin an indefinite term on the committee next month, more than one year since it NIAC released its most recent public report on cybersecurity. The executive group, charged with providing the president and Secretary of Homeland Security with advice on how to secure the U.S. critical infrastructure sectors and their information systems, largely has kept out of the public eye. In August 2017, eight members resigned from the council, citing President Donald Trump’s “insufficient attention” to growing threats and his reaction to a white nationalist rally Charlottesville, Va. in which a counter-demonstrator was killed. Little has happened since those resignations. The U.S. needs special communications networks for its most critical industries, including physically separate fiber systems and spectrum reserved for them to use in an emergency, to guard against a major attack, an industry advisory committee recommended in a report Tuesday. “We find ourselves in a pre-9/11-level cyber moment, with a narrow and fleeting window of opportunity to coordinate our resources effectively” before a major attack, states the report, which was adopted Tuesday by the National Infrastructure Advisory Council. The report was mandated in President Donald Trump’s recent executive order on cybersecurity.
