The Washington, D.C., area’s Metro system, in response to U.S. senators who raised security concerns about a new line of railcars, now says it will use the National Institute of Standards and Technology’s cybersecurity framework to vet software and hardware proposed for the project. Bidders on the railcar procurement, worth an estimated $1 billion and covering up to 800 railcars, also will have to show evidence that a third party tested their software or hardware, Washington Metropolitan Area Transit Authority CEO Paul J. Wiedefeld said Wednesday. Senators who represent the Washington, D.C., area have raised concerns about added cybersecurity risks in the region’s Metro system after reports that a Chinese state-owned manufacturing company could win a $1 billion procurement for railcars. The four Democrats – Sens. Mark Warner and Tim Kaine of Virginia, and Ben Cardin and Chris Van Hollen of Maryland – wrote to the Washington Metropolitan Area Transit Authority expressing their “serious concerns” of possible foreign bidding on the project, “particularly when it could involve foreign governments that have explicitly sought to undermine our country’s economic competitiveness and national security.” The Jan. 18 letter to WMATA CEO Paul J. Wiedefeld, the lawmakers exhorted him to “take the necessary steps to mitigate growing cyber risks to these cars.” The worry is that technology in the transit system, including video surveillance cameras and the automated aspects of railcars, could be a target of spies or hackers. With just about a month left before the polls open in New Jersey and Virginia for gubernatorial elections, the Department of Homeland Security is racing to vet state officials who have applied for the ability to receive classified briefings and other information related to potential cyber-intrusions into election systems, people familiar with the matter tell CyberScoop. In August, the DHS began reaching out to chief election officials in every state to begin the process of obtaining clearances. While the nominees for these clearances are usually the secretary of state or similar high-ranking office-holders, some supporting staff have also sought clearances. The processing for each of these applications varies by person and as a result, there’s no average wait time. Over the last several months, however, DHS has been able to issue “interim” clearances when necessary within 30 days of an application, officials told CyberScoop. Nearly a year after the end of the 2016 campaign, the Department of Homeland Security on Friday night notified 21 states of attempted Russian hacking against their election systems. A small number of networks were compromised, CyberScoop has learned, but none of the targeted systems involved the tallying of votes. For the majority of the states targeted, only early-stage activity like scanning was seen. A minority of targeted states saw serious attempts to compromise networks, some of which were successful. ,Alabama, Colorado, Illinois, Minnesota, Maryland, Virginia, Wisconsin and Washington are among the states that have acknowledged receiving a notification. The remaining states are publicly unknown. News of the targeting first came to light in June when Jeanette Manfra, acting deputy undersecretary for cybersecurity and communications at the DHS’s National Protection and Programs Directorate, testified during a hearing held by the Senate Select Committee on Intelligence that focused on Russian interference in the U.S. election.
