National Cyber Director Chris Inglis, new cyber kid on the federal block, begins to stake a claim

National Cyber Director Chris Inglis is fleshing out what, exactly, his new office plans to do with itself. With a “strategic intent statement,” a personnel move, a pair of interviews and a newspaper op-ed, Inglis and his office on Thursday provided their most concrete objectives to date for a White House post that sprung into existence in January, and that Inglis won confirmation for in June. He joined a crowded field of feds focused on cyber, from other offices within the White House to departments and agencies like the FBI, the Department of Homeland Security’s Cybersecurity and Infrastructure Agency and the National Security Agency. GAO criticizes rollout of two key Trump administration cyber initiatives

In September 2018, the White House announced a new federal cybersecurity strategy to make critical infrastructure more resilient to hacking, shore up supply chains and “identify, counter, disrupt, degrade and deter behavior in cyberspace.” The ambitious document, which the White House described as the United States’ “first fully articulated cyber strategy” in 15 years, aimed to reduce the occurrence of damaging cyberattacks on U.S. interests. Two years later, a review of the strategy by the Government Accountability Office, a nonpartisan congressional agency, has found key gaps in the way the White House is trying to execute that plan. In the face of persistent cyber-threats from foreign powers, the Trump administration’s effort to mobilize resources to fix important U.S. security weaknesses risks coming up short without a better plan to execute the strategy, GAO said in a report published Tuesday. DHS unveils long-stalled cyber strategy

The Department of Homeland Security on Tuesday released a long-awaited cybersecurity strategy that looks to more proactively tackle the agency’s mandate to protect critical infrastructure from cyberattacks. The department’s cybersecurity support for critical infrastructure operators must “focus on systemic risk or address risk at individual entities that have the greatest potential impact on national security, public health and safety, and economic security,” the strategy states. The document will chart DHS’s course in cyberspace over the next five years and is an effort to keep pace with a changing threat landscape, the department said. “Nation-states continue to present a considerable cyber threat,” the document states, “but non-state actors are emerging with capabilities that match those of sophisticated nation-states.” The five broad aims of the strategy are to better identify digital risks, reduce threats and vulnerabilities, mitigate the consequences of cyberattacks, and “enable cybersecurity outcomes” by making infrastructure more resilient and improving DHS […]
