Personal data from T-Mobile breach still spreading on dark web, state governments warn

The top law enforcement officials from multiple states are alerting people affected by an August 2021 breach at T-Mobile that their personal data might be circulating in cybercrime forums online. “Information stolen in a massive data breach has fallen into the wrong hands and is circulating on the dark web,” New York Attorney General Letitia James said Wednesday in a news release. Officials from California, Florida and several other states issued similar warnings. The T-Mobile breach involved the data of tens of millions of current, former or potential customers who had applied for credit with the wireless company. The stolen data is attractive for identity theft and other financial crimes. FCC wants to revamp data breach laws for telecom carriers

The FCC is exploring updating data breach laws for telecom carriers, the agency announced Wednesday. “Current law already requires telecommunications carriers to protect the privacy and security of sensitive customer information,” said FCC Chairwoman Jessica Rosenworcel. “But these rules need updating to fully reflect the evolving nature of data breaches and the real-time threat they pose to affected consumers.” One key change suggested in the proposal is eliminating the seven-business-day waiting period required of businesses before notifying customers of a breach. The proposed rule would also require carriers to report breaches to the FCC in addition to the FBI and U.S. Secret Service. Current FCC rules require that carriers over 5,000 or more customers notify the FCC of a data breach within seven days of discovery, while breaches affecting fewer than 5,000 customers must be reported no later than 30 days. The FCC wants to force phone carriers to guard against SIM-swapping scams

The Federal Communications Commission proposed rules Thursday aimed at curbing the threat of attacks in which cybercriminals use a victim’s personal information to steal their phone number and swap it into a scammer-controlled device, a technique known as “SIM-swapping” or “port-out fraud.” Specifically, the proposed rule would amend the rules regarding porting numbers from one account or phone to another to include a requirement that carriers “adopt secure methods of authenticating a customer.” The draft rule also proposes that careers be required to immediately notify customers of any request to swap or port-out their number. Scammers can use such access to reset or takeover other accounts, including social media profiles or financial accounts. The FCC did not publicly rlease the rules by press time Thursday. The agency declined to comment on how the rule will define “secure methods.” SIM-swapping can give cybercriminals more than access to vctims’ messages or calls. […]
